Is the 'gun culture' of the US to blame for incidents such as the VT shootings and Columbine?

Virginia Tech was a gun free campus. This insured that there was nobody there that MAY have been able stop this atrocity earlier because they had a legal concealed firearm.

I saw an interesting slogan the other day.

"People don't stop killers, people with guns do"
